The Building and Trades team is responsible for issuing permits and ensuring compliance with building codes. Building Inspections review construction projects as they reach milestones and at substantial completion. They also ensure proper maintenance and use of equipment and systems on construction sites.

Apply for a Demolition Permit

Apply to demolish a building or structure within the City of Hartford. To ensure safety, all demolition projects and project managers must adhere to the division's regulations regarding demolition procedures.

Apply for a Certificate of Apartment Occupancy

A Certificate of Apartment Occupancy (CAO) must be issued by the Director of Licenses and Inspections prior to an apartment or dwelling unit being occupied.

In November, 2019, the City enacted a new Housing Code containing a Rental Licensing Program. Owners and Condominium Associations will require a separate license for each building containing at least three (3) dwelling units. Having a valid rental license will satisfy the requirements of having a CAO.  

Report a Housing Concern

Weights and Measures staff protect consumers by applying uniform inspection and test procedures, ensuring proper licensing of measurement devices, and by verifying accurate measurements and calibrations. Some examples of Weights and Measures services include:

• Licensing commercial devices such as scales, gas dispensers, fuel meters and timing devices.
• Verifying proper labeling of products sold by weight, measure or count, i.e. confirming that a gallon of gas is a gallon.
• Ensuring that posted and scanned prices for items match.
• Conducting investigations of fraud in commodities

This team inspects regulated facilities periodically and in response to citizen complaints. Weights and Measures plays a critical role in Hartford's marketplace by protecting consumers and retailers from unfair business practices.

Housing Code Enforcement inspectors rely on State Statutes and Municipal Ordinances to protect the public health and safety in multi-unit (three-family or more) buildings, mixed use structures, and single-family dwellings that are not occupied by the property owner. Housing Code Enforcement staff address concerns of upkeep and general maintenance that create hazards for occupants or for the public.
