Kenny Howell has approximately 30 years of law enforcement experience. He was sworn-in as a member of the Hartford Police Department on December 21, 2020, as the Assistant Police Chief. On July 3, 2024, Mayor Arunan Arulampalam appointed him as Interim Police Chief. He currently oversees all aspects of the police department.

Kenny Howell began his law enforcement career in 1991 as a police recruit with the New Haven Police Department. During his career with the NHPD, he held various leadership roles and upon his retirement after serving nearly 22 years, he served approximately 3 years as Chief of Police in the town of Millbury, Massachusetts.

Throughout his career he has been a strong advocate of building trust and forging meaningful relationships through community policing. He is a graduate of the Senior Management Institute for Police, and he holds a law degree and several other degrees, including a bachelor’s degree from Southern Connecticut State University and an advanced degree from Harvard University
