Fingerprints can be obtained via Biometric Identification Services. Their hours of operations can be found here:

Pistol permit applications for the City of Hartford must be obtained in person from the Records Division located at the Police Department.
Prior to submitting your application, please have ready:
* There is an enrollment fee that must be paid online by a credit card. This fee covers the cost of a fingerprint based Criminal History Check by the State and FBI, (previously this was paid by money orders submitted with your Pistol Permit Application). You will be assigned a Tracking Number at the end of your pre-enrollment. An email will be sent to you with the Tracking Number. You must print the email and bring it with you in order to be fingerprinted.
