Central Grants facilitates delivery of services by other City departments, and by nonprofit organizations. We do not provide grants to individuals.

We are also responsible for administering the CDBG, HOPWA, and ESG programs, and enabling citizen participation in those programs.

The City of Hartford receives yearly funding from four U.S. Department of Housing and Urban Development (HUD) Programs to benefit city/local residents. For this Fiscal Year (2026-2027) we will hold two hearings for resident input on existing community needs and potential investments in neighborhoods from our HUD programs (Community Development Block Grant (CDBG), HOME Investment Partnership funds (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solution grants (ESG)).

  • On or about October 2, 2025, the City of Hartford will submit to the U.S. Department of Housing and Urban Development (HUD) the FY 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER).  The CAPER will report on the activities, expenditures and accomplishments for Year-Five of the Consolidated Plan undertaken from July 1, 2024, through June 30, 2025, for the HUD entitlement grant programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

The Connecticut Neighborhood Assistance Act (the NAA) Tax Credit Program is designed to provide funding for municipal and tax exempt organizations by providing a corporation business tax credit for businesses who make contributions to these entities. Businesses can receive a credit of 60% of their approved contribution to certain programs (or 100% in the case of certain energy conservation programs) approved by the Connecticut Department of Revenue Services (DRS).

The Office of Central Grants Administration supports the administration of the NAA program for the City of Hartford in its role as a “municipal agency” designated by the State for administration of the NAA. Central Grants publicizes the availability of the Form NAA-01, collects and processes the NAA-01 and program proposals submitted by non-profit applicants, and prepares the documents necessary for Council to hold the hearing and vote to approve the programs to be submitted to DRS. It has been the usual practice of the Council to vote to approve or disapprove the list of applicants in their entirety, as it is in the best interest of the City to maximize the number and amount of NAA applications submitted to DRS. In past years under NAA, donations to non-profits in Hartford have totaled as much as 28% of all the donations approved by DRS statewide.

FY 2024-2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

On or about October 2, 2025, the City of Hartford will submit to the U.S. Department of Housing and Urban Development (HUD) the FY 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER).  The CAPER will report on the activities, expenditures and accomplishments for Year-Five of the Consolidated Plan undertaken from July 1, 2024, through June 30, 2025, for the HUD entitlement grant programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

Before submission to HUD, the draft CAPER is made available for public review and comment for no fewer than 15 days. The review and comment period begins on September 15, 2025 and runs through October 1, 2025.  We especially want to hear from those who have received these HUD funded services.
